Ukrainian officials have dismissed Elon Musk's claim that the country breached Starlink terms of service by conducting lethal drone strikes.

The dispute began almost two weeks ago when SpaceX applied new restrictions to the satellite network. On Saturday, Musk stated on social media that Ukraine utilized the civilian commercial service for offensive attacks. He argued that a separate system called Starshield, managed by the US government, was the intended channel for military use. According to Musk, the Ukrainian military exploited a loophole that SpaceX closed the previous week.

Serhii Beskrestnov, a defense technology advisor to President Volodymyr Zelenskyy, challenged this timeline on Telegram on Sunday. He noted that all Starlink terminals operating over Ukrainian territory, including Russian-occupied areas, faced a movement speed limit of 70 to 90 kilometers per hour. Beskrestnov described the claimed high-speed drone strikes as physically impossible under those parameters. He also clarified that the service does not function over Russian territory. These previous limits, according to current and former officials, already prevented the specific military usage Musk identified.

Ukraine has separately accused Musk of throttling access to Starshield, the military variant available through a US government agreement. While the technical debate continues, Zelenskyy announced over the weekend that the new satellite restrictions have been lifted. This move appears to resolve the immediate operational controversy that started ten days prior.
